a dangerous house fire in san francisco early this morning sends flames shooting from a natural gas line near the home. what happened to the people who were sleeping inside at the time. it's a race against the clock. the last-minute effort to prevent the u.s. from going over the fiscal cliff before the deadline of midnight east coast time. >> reporter: new year's eve partiers who want to leave their cars behind will have a lot of options.

we'll tell you about the different transit agencies offering free rides this evening. "mornings on 2" starts now. well, good morning to you. i'm dave clark. >> i'm tori campbell. it's monday, december 31st, new year's eve. in overnight news, san francisco firefighters had their work cut out for them when a natural gas line burst outside an apartment that was on fire. flames shot in the air on athens around 1:00 this morning. ktvu's alex savidge joins us live from the scene with video you will only see on channel 2. alex? >> reporter: well, good morning. the fire inside of that home is what triggered a second fire that came from the curbside gas valve right outside the home. that's why you see pg&e crews still doing last-minute repair work to patch up the road where they had to dig things up to access that line. that second fire coming from the gas line certainly made things difficult for

firefighters this morning, as the fire ripped through both floors of the home, and flames from the natural gas line shot 15 feet in the air. the homeowners had to wait for the pg&e to turn off the gas line. this started around 1:00 on the 100 block of athens street. there were four people inside the home at the time of the fire. two of them were sent to the hospital with possible smoke inhalation. a neighbor i talked with this morning told me he feels lucky this fire didn't spread to his house next door. >> grateful, you know, it was pretty smoky downstairs when they woke me up. luckily, the neighbors right here came knocking really hard to get us up because, you know, i was caught in the fire before and i almost didn't make it because of the smoke. so i am very grateful. >> reporter: the home that caught fire this morning was heavily damaged and will be a

total loss, according to the battalion chief. a pg&e representative i talked with over the phone said the fire from the home is what impacted the gas meter and the fire was not due to any sort of a faulty line. but pg&e will be looking at the meter of the hope as part of their investigation to get a better sense how the fire in the home started the fire that came from that gas line this morning of the the battalion chief out here also told me an arson investigator is called in from the san francisco fire department to try to pinpoint the exact cause for this morning's fire. live in san francisco, alex savidge, ktvu channel 2 news. its 7:03. congress has 14 hours to keep the u.s. economy from going over the fiscal cliff. if lawmakers don't reach a solution by midnight tonight, east coast time, income tax rates will increase for all americans. coming up at 7:15, the two key players who are now in charge of negotiating a last-minute

deal. time now, 7:03. grocery stores and other stores in alameda county who sell food and alcohol won't be able to give you plastic bag. in place of the single use bags, stores can use paper or reusable bags but will have to charge you at coast a -- at least a dime per bag. those who collect food stamp the won't have to pay -- stamps won't have to pay. minimum wage goes up to 10.55 tomorrow. university of kentucky economists say that's hurting the youngest members of the work force because employers don't want to pay teenagers more than $10 plus benefits to get their first jobs. just over an hour ago, millions of people in sydney, australia, rang in 2013.

[ cheers ] and people in new zealand also rang in the new year with loud cheers, boat horns and fireworks over the sky tower. the display lit up at midnight. new zealand being one of the first countries in the world to welcome the new year. more on our local celebrations coming up in a few minutes. here in the bay area, transit agencies are adding extra service tonight to help thousands of new year's revelers get home safely. ktvu channel 2 reporter allie rasmus is live to tell us about the agencies offering the free rides. >> reporter: good morning. muni, caltrain and samtrans will be offering free rides. if you plan to get on a muni

bus or train -- if you get on one right now, you will have to pay the full fare. that will change at 8:00. muni will be free for everyone from 8:00 p.m. to 6:00 a.m. tomorrow. other transit agencies will be doing the same thick. after 11:00, caltrain and sam transwill be free for all passengers. the cast line leaves san francisco at 2:15 knead and vta rides will be free after 7 -- 2:15, new year's day, vta rides will be free after 7:00 p.m. trains on b.a.r.t. will run extended service until 3:00 a.m. tuesday morning. in order to avoid congestion, trains will not be stopping at all of the stations in folks. pittsburg bay point will stop at the montgomery aftermidnight, the dublin pleasanton line will stop at the embarcadero. the daly city millbrae will

crashed. those teenagers were rushed to the hospital with very serious injuries. a 66-year-old man inside the building was a broken leg. police questioned a second driver who may have been racing with those teenagers. so far no arrests have been made. 7:14. happening right now in washington, d.c., lawmakers say negotiations are looking better to avoid going over the fiscal cliff at 9:00 p.m. our time. as kyla cam billion reports from our washington, d.c. newsroom, there's still a gap on raising taxes. >> reporter: republicans and democrats both say these negotiations are moving forward. the house is back at work this hour and we expect to hear from the senate when they start their day in about 45 minutes everyone the big et problem that needs to be -- biggest problem that needs to be solved is deciding who should pay more

in taxes. democrats offered to raise taxes on households making $450,000. republicans were still hoping for the $550,000. but republicans dropped their demand to cut social security benefits. at that point, joe biden and mitch mcconnell took over negotiations. the two worked together in the senate for 23 years and have a strong history of finding compromise. >> i think there's some good news. the conversations continued late into the night last night. i think now there is a better than 50/50 chance that we will avoid the fiscal cliff by midnight tonight. >> reporter: if the senate comes one a plan and passes it, the -- comes up with a plan and passes, it the house would have to vote on it. kyla campbell, ktvu channel 2 news. 7:16. even if congress avoids the flip, your paycheck will still be smaller in 2013. that's because a temperature reduction in the social

security payroll tax expires today. starting in january, workers will, once again, have 6.2% of their wages withheld to pay for social security. that's up from the 4.2% rate that's been in effect for the past two years. people making $50,000 will get about $83 a month less in their paychecks. 7:16. a new report from the u.s. senate on the attack on the u.s. consue rit in -- on the u.s. consulate in libya is blaming the u.s. for not having a state department to respond. the senate report says in the future, the state department should determine if it can provide tough security for diplomats and -- provide enough security for diplomats and where it cannot, americans need to be removed from the postings. hillary clinton is in a new

york hospital being treated for a broad clot. doctors found that clot after a followup to her concussion. she's being treated with blood thinners. she is 65 years old and had a stomach virus when she fainted and hit her head. hugo chavez is said to be suffering new complications africanser surgery in cuba. the vice president of cuba described his condition as delicate. chavez has not been seen or heard in public since december 11th when he underwent surgery. it was his fourth cancer- related operation. government leaders say chavez may miss his january 10th inauguration. marking his 6th presidential term. the woman accused of pushing a man to his death in front of a subway train in new york city will undergo a mental evaluation. prosecutors say 31-year-old

erika menendez faces murder charges after she says she pushed the man on thursday. she said she did it because she thought the man was muslim and it would be cool. new documents indicate she had a troubled pass with her mother faking the -- calling the police over the last three years and she was also charged with attacking two men. some being paid to carpool or use mass transit. employees who carpool for at least two months will be paid $50. employees who use mass transit will get a $0 clippard card and those who voice or have an electric car will get a $100 stipend.

firefighters in san jose continue to look for answers in an apartment fire that killed a couple and their young granddaughter. ktvu's janine de la vega is in san jose and tells us the red cross is now helping others who were displaced by this fire. janine? >> reporter: yeah, those people are without a hole. up above me, you can see where all of the damage is from -- from the -- from where the fire happened. we're told by residents that the couple who lived there were

lock-tie residents. their apartment is destroyed. the fire broke out late saturday night on bridge court par. 73 people were affected by the fire because of the smoke and water damage. the red cross is assisting the other residents who have been displaced. >> we provided blanket, comfort kits, we provided -- later on we provided hotel rooms and gave them a debit card so they could get some food and shelter. >> reporter: yesterday, families caback to the apartments to gather what they could but not everyone has been allowed to return. it could be a couple of mor days but the rid cross -- more days but the red cross tell us they are prepared to help those people. firefighters are looking through the rubble to figure out how this fire started.

as of yet, we still do not have a cause. i have a call into the fire department to find out if arson investigators will be back tonight. i'm still waiting to hear back. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. in petaluma, firefighters are trying to figure out what marked a fire that sent flames shooting from the garage of the hole. the fire broke out around 5:30 last night on tampico court. everyone was able to get out safely. police are searching for more information surrounding the death of a man who was shot several times near a golf course in livermore. a jogger discovered the body near galaxy court just before 7:30 saturday morning. the victim was pronounced dead at the scene. about 30 people showed up for a vigil to oner ogden. anyone with -- to honor ogden. anyone with information, contact police? religious and community leaders in oakland will be gathering

this afternoon at saint columbo church remembering the 012 homicide victims of the vigil begins at 3:00 p.m. today. yesterday, afternoon, in broad daylight, a 15-year-old girl was shot. authorities believe the suspect is between 13 and 15 years old. this all happened when the teenager was walking with friends through the ryan creek crossings housing project. the shooter opened fire on that group. family members and friends came together to try to console each other. >> i have to go back home and live on the same street they live on and mourn their death and realize that i thought she would be able to make it back to school on the 7th when school go back from winter break. now, a second victim, a 14- year-old boy is recovering from nonlife-threatening injuries. authorities are checking the surveillance video and they are

also questioning witnesses in hopes of finding some answers. we now know the names of two young men killed last friday in west oakland. police say 21-year-old darryl armstrong and 19-year-old keith davis were killed on mead avenue. the victims were friends, that armstrong lived near the shooting spree. no arrests have been made. the investigation continues. tomorrow will be four years since the shooting death of oscar grant. on january 1st, 2009, oscar grant was shot and killed by b.a.r.t. police officer johannes mehserle on the platform of the fruitvale b.a.r.t. station. that shooting was caught on cell phone video. a jury later convicted johannes mehserle of involuntary manslaughter. on the car grant's family and friends will -- oscar grant's family and friends will hold a

vigil for him. there was a palm springs -- a breach at palm springs airport. a man went past security without being screened. the man was not relatived because investigators don't believe he had any ma little his in -- any malicious chief. rich rich -- richard lucero was named fremont's interim police chief. 7:5. well, today is gonna be -- 7:35. today is gonna be a very busy day at goodwill stores because of donate-a-thon. brian flores is live to tell us what is happening today and why this is different from earlier years. >> reporter: well, today, is

considered the largest donation day. we're live here at the mission street location. the volunteers and workers are all set up for the annual donate-a-thon this year. today they are expecting hundreds of people to drop off clothes, books, small churn chur. but this year, they -- furniture. but this year they decided to make a party of it. later on, there will be a live band. they will give out prizes as well. with this being new year's eve, some people are getting rid of the old and bringing in the new. they say new year's eve is the biggest donation day of the year. there are a couple of reasons why. the first, people want to get rid of their stuff. but this is the last time this year that you could report tax deductible donations on your return. so people are taking advantage of that as well. talk to then who works here, whether it's today or any other day, the donations go to a good cause even a local official -- even local officials are stepping in. >> willie brown has selected us as the charity of choice.

stocks are mixed. they were found for a while. that would be down for the fifth day in a row. the five-day losing streak for the dow would be the longest since july. the dow you can see it's turned positive. it's up just slightly. the nasdaq is also up 22. s&p down 4. now, u.s. stocks are not the only indexes affected. the major european indexes are down about .5 by now. in asia, most stock markets opened today end the year with losses also over u.s. economic concerns. australia, new zealand and south korea were all down more than .5%. in contrast, china's shanghai composite was up more than 1.50 after a positive manufacturing report. the other major markets were closed for the new year -- new

year's holiday. congress and the white house have about 13 hours to find a solution to the fiscal cliff. political reporter jamie dupree joins us via skype from washington. jamie, is there any progress being made? >> reporter: there were late night and early-morning talks. the leaders spoke by telephone. the things did not work out very well between the speaker and president obama. they didn't work out too well between the senate republican leader and the senate majority leader harry reid either. reid stepped back and now mitch mcconnell, the republican leader, is negotiating director with vice president biden. some of the details referred to leaked out may be the new

income threshold with taxes going up about $400,000, $450,000. there could be a number of other things. there's so many different moving parts in this. as of right now, we still don't have a final agreement. the senate is going to be in session in just a few minutes at the top of the hour. we hope to get an update from both leaders at that point in time. >> i've heard the fiscal cliff it's been more described as a fiscal cliff slope. so it's not like we're gonna crash after midnight tonight, midnight east coast time, and we might not see a change directly in our first paychecks in 2013. >> reporter: yeah, let's just say if we go over, it will probably take a while for that to be held into your withholding on your paycheck. but it would hit every working american sooner or later if nothing is gone. a guy who lives on my block is an economist. i said how bad would this be?

good morning. welcome back to "mornings on 2." i'm tori campbell. >> i'm dave clark. it's monday, tease 31st. hours ago, firefighters were battling a house fire. alex savidge is live with more. what do you know now? >> reporter: at this point, all of the repair work has been done by pg&e. they had to dig up the road to repair that natural gas line that ruptured here this morning. things were very difficult for firefighters. they had this huge fire going inside this home across the street that you can see was heavily damaged. meantime, the fire inside the home touched off a second fire with flames that were pouring out of the curbside gas valve. firefighters couldn't turn off the gas themselves. so they had to wait a couple of hours for pg&e crews to come in and dig up the road and turn off the main line. as fire tore through both homes, flames shot 15 feet up

into the air. the fire started just before 1:00 this morning on the 100 block of athens street. four people were home at the time. two of them had to be taken to the hospital with possible smoke inhale -- inhalation. >> the man who lives next door says he's thankful about the neighbor who warned him about the fire. >> the neighbor kim knocking on the door -- came knocking on the door. ply wife was upstairs -- my wife was upstairs with my son. we ran out. >> reporter: as far as who lives in the home, it's difficult to say, neighbors say. a lot of people come and go. the fire is a total loss. pg&e says this was not due a faulty line.

the bal battalion chief told me that this morning. they are trying to figure out if something unusual may have been going on with the gas meter. alex savidge, ktvu channel 2 news. >> thank you. at least nine people were killed after a tour bus crashed on in eastern oregon. it happened yesterday near interstate 84 in pend elton in an area known as deadman pass. authorities say that bus ran through a guardrail and plunged 100 feet into the embankment. the bus was going from las vegas to vancouver, british columbia. the bus driver survived the crash but has not talked to police yet because of the seriousness of his injuries. it's new year's eve. police officers are everywhere watching for drivers who may be celebrating too much. the holiday enforcement started last night and continues

but the fire official said they will most likely not have investigators come out this morning. they've been spending time in the second-story apartment. they feel they have what they need to figure out the cause. this all started from an apartment that is boarded up because of the severe damage inside. yesterday, residents came back to their apartment to gather essentials. the fire broke out here at 11:00 on saturday night. the red cross is helping house 47 adults an 26 children because there is no electricity in the building and there's still water and smoke damage. their neighbors, a man, his wife, and daughter died in the apartment before firefighters could reach them. neighbors told us in spanish how they feel for the little girl's mother. it's all about the tournament of roses. as you watch local television, they seem to forget there is a rosebowl game going on. there is a big parade. it's very cold here. we're at the l.a. hotel. it's the official media headquarters. about 450 of us media types are expected to cover this wisconsin and stanford ballgame. the stan are not practicing -- stanford are not practicing. they will have a short workout at glendale community college. there will be a noon kickoff luncheon with coach david shaw available. we hope to get to that. this is a big game, a game that stanford is favored by six points. wisconsin coming in with an -- an 8-5 record. that victory sent them into the

pac 12 championship against the same ucla bruins. but that one was in stanford. it's been 13 years since any stanford team has gotten to this rosebowl. but they are as we say favorites as we talked to david shaw, he says one of the things about his team is that they are tough, smart and they are right now confident without attitude. that seems to be an important key figure here. we -- again, there's talking about very cold weather down here for l.a. steve can tell you more about that. we expect about 60-degree temperatures tomorrow. people are crazy. they are already lining up for the tournament of roses parade. that will not be us, by the way. we will not be going out there for that kind of a standup. but we do hope to get over to coach david shaw on about noon, try to get some insight here as they approach the big game. it's a 2:00 kickoff tomorrow.

too much but i think we'll get some clouds out of it. 20 minutes before 9:00. police are searching for the man who stabbed two teens at a southern california mall. it happened yesterday at the south bay galleria in redondo beach. police say a man approached a 13-year-old boy and girl outside a movie theater at the mall and stabbed them in the chest. the teens are in stable condition after undergoing surgery. police say it appears the attack was unfriday vehicled and the -- unprovoked and the teens did not know the man who stabbed them. in afternoon in oakland, religious and community leaders will be gathering at saint columbia church remembering the homicide victims in 2012. that vigil will begin at 3:00 p.m. oakland police are searching for whoever shot and killed a 15-year-old girl yesterday afternoon. authorities think the suspect is also young, between 13 and 16 years old. the teenaged girl was walking with her friends through the lyon creek crossings housing

taking a live lock at the big board, the dow is up 3. what potentially could break a five- day losing streak. the nasdaq is up 18 and the s&p is up 3. 8:45. this move, secretary of state hillary clinton remains under observation at a new york state stop being treated for a blood clot. rene marsh has more. >> reporter: we know that hillary clinton is expected to remain at new york presbyterian hospital for the next 48 hours. now, doctors discovered the blood clot during a followup examination related to a concussion she suffered this month. that's according to her spokesman. it's unclear exactly where this blood clot is lowcated. doctors continue -- located. doctors continue to monitor her. she's being treated with anti-

up to the attack. the senate report says in the future, the state department should determine if it can provide enough security for diplomats and and where it can't, american personnel need to be removed from the postings. let's bring you up to date on some of the other top stories we're following for you right now. in washington, congress has until midnight tonight, eastern time, that's 9:00 p.m. our time, to reach a deal to avoid that fiscal cliff. now, if the lawmakers miss the deadline income taxes are set to go up for all americans. and overnight fire on athens street in san francisco destroyed this house. two people had to be treated for smoke inhalation. the fire caused a gas line to rupture outside of the home. it took a couple of hours for pg&e crews to get there, dig up the road and then turn off that gas line. and officials in san francisco are saying if you are going out for a new year's eve party, ride mass transit. 250,000 people are expected to

be at san francisco's fire works show on the waterfront. ktvu's allie rasmus is here now to tell us how b.a.r.t. and muni are preparing for all of those crowds. allie? >> reporter: well, these muni buses and cable cars are pretty backed right now, you this re only gonna -- but they are only gonna get busier as the day goes on. thousands people are expected to come here for various parties and events. when it comes to getting into the city on new year's eve, many people said there's only one option for them. >> public transportation is good especially if you don't have to really get stuck in traffic or anything like that. >> it keeps doctorses off the road. people -- doctors off the road. people -- drunk drivers off the road. people safe. >> reporter: muni will be free for everyone from 8:00 p.m. this until 6:00 a.m. new year's eve. other transit agencies will be doing the same thing after

11:00 tonight. cal -- caltrain and sam trans. the last line leaves san francisco at 2:15 this morning. in san jose, the vta rides will be free at 7:00 -- 7:00 p.m. on b.a.r.t., you will have to pay for your ticket. use a clippard card or buy a pass ahead of time. trains on b.a.r.t. will run late tonight until 3:00 a.m. but in order to avoid congestion, trains will not be stopping at the san francisco stations. the stations will only stop at the montgomery stations. daly city will stop at all san francisco stations. if you are coming to and from the east bay, you want to make sure you are at the right station so that you can get home tonight. so there are a lot of options for people who want to come to this city to celebrate new year's eve but do not want to take their cars with them. it's a good idea to leave your car at home so you can enjoy all of those new year eve toast -- new year's eve's coasts.

there was a security breach at palm springs international airport yesterday. that caused a one-hour delay in flights and operations. it happened in the afternoon after a man went past security without being screened. the airport's executive director said a man was not arrested because they didn't think he meant any harm. police in -- police in livermore are searching for more information about the death of a man found shot several times near a golf course in livermore. a jogger found the body near galaxy court and spring town golf course just before 7:30 saturday morning. >> the victim identified as kenneth robert ogden of livermore was pronounced deadly at the -- pronounced -- pronounced dead at the scene. about 40 people showed up for a vigil in his memory. if you have any information, call the police. it is 90 minutes before 9:00. we now know the nails of two young men killed last friday in west oakland. police say 21-year-old darryl armstrong, and 19-year-old keith davis were killed on mead

eave. the victims were friends and armstrong lived near the shooting scene. no arrests have been made and the is investigation continues. tomorrow will be four years since the shooting death of oscar grant. on january 1st, 2009, grant was shot and killed by b.a.r.t. police officer, johannes mehserle, on the platform of the fruitvale b.a.r.t. station. the shooting was captured on cell phone video. a jury later convicted johannes mehserle of involuntary manslaughter. oscar grant's family and friends will hold a vigil tomorrow afternoon at the fruitvale b.a.r.t. station. :52. starting tomorrow -- 8:5, starting tomorrow, b.a.r.t. will make it a priority to hire military and you have to get a passing score within the first phase of the hiring process. this policy does not apply to veterans who were dishonorably
